The Euro-Mediterranean Economists Association (EMEA) and the Euro-Mediterranean Guarantee Network (EMGN) have published the public report of the webinar “Guarantee Schemes in a Changing World: Adapting to New Realities and Emerging Expectations”, held on 9 June 2026.
The report reflects on the evolving role of credit guarantee schemes in a global economy shaped by geopolitical fragmentation, trade disruptions, rising debt vulnerabilities, inflationary pressures, climate-related risks and tightening financial conditions. These developments are placing particular pressure on emerging and developing economies, including countries across the Euro-Mediterranean and MENA regions, where SMEs continue to face significant barriers to accessing finance.
Taking the findings of the World Bank’s Global Survey of Guarantee Schemes as a starting point, the webinar explored how guarantee institutions, development finance institutions and international financial institutions are adapting their strategies, business models and instruments to enhance impact, relevance and sustainability.
The discussion also addressed the role of IFIs and DFIs in supporting guarantee schemes through innovative funding mechanisms, risk-sharing instruments, technical assistance and strategic partnerships, as well as priorities identified by EMGN member leadership to strengthen the sustainability, business models and impact of guarantee schemes across the region.
