										<content:encoded><![CDATA[<p data-pm-slice="1 1 []">The Euro-Mediterranean Economists Association (EMEA) and the Euro-Mediterranean Guarantee Network (EMGN) have published the public report of the webinar <strong>“Guarantee Schemes in a Changing World: Adapting to New Realities and Emerging Expectations”</strong>, held on <strong>9 June 2026</strong>.</p>
<p>The report reflects on the evolving role of credit guarantee schemes in a global economy shaped by geopolitical fragmentation, trade disruptions, rising debt vulnerabilities, inflationary pressures, climate-related risks and tightening financial conditions. These developments are placing particular pressure on emerging and developing economies, including countries across the Euro-Mediterranean and MENA regions, where SMEs continue to face significant barriers to accessing finance.</p>
<p>Taking the findings of the World Bank’s Global Survey of Guarantee Schemes as a starting point, the webinar explored how guarantee institutions, development finance institutions and international financial institutions are adapting their strategies, business models and instruments to enhance impact, relevance and sustainability.</p>
<p>The discussion also addressed the role of IFIs and DFIs in supporting guarantee schemes through innovative funding mechanisms, risk-sharing instruments, technical assistance and strategic partnerships, as well as priorities identified by EMGN member leadership to strengthen the sustainability, business models and impact of guarantee schemes across the region.</p>

										<content:encoded><![CDATA[<p data-pm-slice="1 1 []">The Euro-Mediterranean Guarantee Network (EMGN) has been working throughout the pandemic with its member and partner institutions to share best practices and experiences to alleviate the region’s structural and current constraints for MSME’s access to finance. It has become a platform for members to learn, brainstorm and think about the future of the Mediterranean guarantee industry. The role that Credit Guarantee Schemes (CGSs) played during the COVID-19 crisis resulted crucial in mitigating the socioeconomic consequences of the pandemic, supporting access to finance for Micro, Small and Medium-sized Enterprises (MSMEs). CGS’s have therefore become a key instrument to address financial market failures and are expected to adopt a consolidating position in future market developments, particularly in the Mediterranean area considering the region’s constrains on MSME’s financial inclusion.</p>
<p>Against this background, the Euro-Mediterranean Guarantee Network (EMGN) dedicated its second Annual Conference, “The Future of the Credit Guarantee Schemes in the Mediterranean: Opportunities for a Strengthened Role”, to discuss ways to consolidate the CGSs, their mission, and their impact on the Mediterranean economies. The event, held virtually, was structured across three main pillars: the financing needs of SMEs in the aftermath of the COVID-19 crisis, the need to review and upgrade the CGSs’ business model and, lastly, the need for more risk-sharing mechanisms.</p>

										<content:encoded><![CDATA[<p data-pm-slice="1 1 []">The Euro-Mediterranean Guarantee Network (EMGN) has been working through the pandemic with its partner institutions to share best practices and experiences on the role of Credit Guarantee Schemes (CGSs) in mitigating the socioeconomic consequences of the COVID-19 pandemic. It has created a platform for members to learn, brainstorm and think about the future of Mediterranean economic resilience.</p>
<p data-pm-slice="1 1 []">With this objective, the EMGN devoted its first Annual Virtual Conference, “Beyond Crisis Mitigation: the Role of Mediterranean Credit Guarantee Schemes in Boosting the Post-COVID-19 Recovery” to discuss the future prospects for CGSs as well as possible tools to improve their impact on local economies. This virtual event revolved around two main issues, dealing with CGSs’ role in post-Covid-19 recovery and the possibility to implement Counter Credit Guarantee Schemes in the Mediterranean region. The EMGN 2020 Annual Conference took place online on 03 December 2020</p>
<p>The EMGN is promoted by the Euro-Mediterranean Economists Association – EMEA, the European Institute of the Mediterranean – IEMed, and the Deutsche Gesellschaft für Internationale Zusammenarbeit – GIZ.</p>

										<content:encoded><![CDATA[<p>On April 14, EMGN members came (virtually) together to share experience and current practices in mitigating the economic and financial impact of the COVID-19 health crisis. Representatives of Credit Guarantee Schemes from Egypt, EU, Jordan, Morocco, Spain and Tunisia exchanged views, national experiences, practices and innovative ideas. This report presents the main conclusions of the webinar which was organised upon a call issued by EMGN to its members to share their countries’ experiences on the socio-economic and financial mitigation measures taken by both governments and Credit Guarantee Schemes in the North, South and East Mediterranean.</p>
